CRA Program

Important Note: The Village of Plain City is currently not accepting CRA (Community Reinvestment Area) applications. 

Objectives

The main purpose of the CRA is to encourage development, redevelopment, and revitalization in the community so as to improve economic stability, maintain property values, and create new opportunities for growth and employment.

The CRA provides a temporary tax abatement of increased real property taxes on significant remodeling or new construction within an eligible area. These tax abatements are considered on a case-by-case basis for new construction or rehabilitation of commercial or industrial properties that lead directly to job creation and/or retention within one of the CRA areas. Residential properties are not considered for abatements except for within the Uptown District CRA.

The property owner is still required to pay all non-exempted taxes.

Eligibility
There are three CRAs in Plain City: Uptown District, US-42 North, and US-42 South. Each CRA, although similar, does have specific eligibility requirements. We offer a brief summary of eligible projects in this brochure, however, please contact the Development Services Department for specific requirements.
  • Uptown District CRA: Promotes the renovation of residential units and the renovation and new construction of commercial and industrial projects.
  • US-42 North CRA: Promotes the renovation and new construction of commercial (excluding retail) and industrial projects. Residential projects are ineligible.
  • US-42 South CRA: Promotes the renovation and new construction of industrial, office, service or hotel projects. Residential and stand-alone retail projects are ineligible.
Criteria
The Village shall consider the following when reviewing each application:
  • Commercial and industrial abatements are negotiated on a case-by-case basis, prior to the commencement of construction or remodeling occurring. The final offer is based on the number of jobs created/retained, payroll for the created/retained employees, project investment, and community economic impact of the project.
  • Residential (Uptown CRA only) abatements are available for owner-occupied single-family units or duplexes. If approved, the project will be given a 75%, 7-year abatement.
  • Each building shall meet zoning and building regulations as set forth by local, state, and federal law. In the Uptown CRA, projects must also satisfy the Uptown Architectural Guidelines.
  • Projects shall encourage private investment by constructing, repairing, or improving a building.
  • Commercial and industrial projects that create new employment are preferred. In the Uptown CRA, projects that restore historical significance or promote the revitalization of the Uptown area are preferred.
Compliance
Each project that receives a tax abatement is reviewed annually by the Village of Plain City's CRA Housing Council. The Housing Council is comprised of business owners, citizens, and Village officials and has the authority to recommend the continuance, modification, or termination of abatements. If a property owner does not comply with the terms and conditions of the approved CRA agreement or does not submit an annual report, the tax abatement may be modified or terminated upon the recommendation of the Housing Council. Therefore, it is critical that the property owner is realistic and plans to satisfy the pledged construction values, jobs created, and the project’s impact when he/she completes the CRA Application.

How to Apply
To apply for an abatement through the CRA program, you must first contact the Development Services Department to discuss your project. We will make every attempt to address your questions and concerns. Our goal is to satisfy your request in a timely and efficient manner.

To apply, please follow these steps:
  • Do not begin construction! Projects that have already occurred or are under construction are ineligible. Contact the Development Services Department at 614-873-3527 ext 119 or via email to discuss the eligibility of your project.
  • Once eligibility is verified by the Development Services Department, you may submit a formal application. A $750 application fee is due upon the submission of an application, payable to the Ohio Development Services Agency.
  • The application will be reviewed upon submission. The information provided in the application will then be used to draft a formal agreement. Village Council will be asked to formally approve the application once all parties agree to the terms within the agreement. The Board of Education will also be notified of the pending agreement.
  • Once the application is formally approved, the project may move forward pending the approval of all construction permits and approvals. Please contact the Village Planning & Zoning Division by calling 614-873-3527 ext 105 for more information about permits.
  • After construction is complete, either the Union County or Madison County Auditor will determine the value of the improvements and formally enact the abatement.
